Citizen Panels

A proposed all-purpose citizen deliberative council - a group of 50 citizens chosen at random to research, deliberate and advise the public on a public issue, a set of candidates, a ballot initiative, government performance or any other specific subject the public wants investigated. Their super-majority findings and recommendations would be publicized, often through novel means like printing a panel's ratings of candidates directly on the ballot.
